Generally you are considered
a native of the country where you were born, regardless of present country of
citizenship or residence. If you were born in an
ineligible country, you still may be able to apply based on your spouse’s
country of birth if he or she was born in an eligible country. For example, if
you were born in Poland (an ineligible country) and your spouse was born in
France (an eligible country), you may be able to submit an application claiming
France as your native country. Furthermore, if you were born
in an ineligible country in which neither parent was born or had residence at
the time of your birth, you still could apply if either of your parents was born
in an eligible country. For example, if you were born in Mexico (an ineligible
country) but both of your parents were natives of Brazil (an eligible country)
and were only temporarily working in Mexico at
the time of your birth, you may be able to apply by claiming Brazil as your
native country.
Native
:
Africa: All countries are eligible.
Asia: All countries are eligible except China (born mainland and Macau), India, Pakistan, Philippines, South Korea, and Vietnam. Individuals born in Hong Kong Special Administrative Region and Taiwan are eligible to apply.
Europe: All countries are eligible except Great Britain (United Kingdom) and its dependent territories and Poland. Individuals from Northern Ireland are eligible to apply.
North America: The Bahamas is the only eligible country.
Oceania: All countries are eligible.
South America, Central America, and the Caribbean: All countries are eligible except Colombia, the Dominican Republic, El Salvador, Haiti, Jamaica, and Mexico.
High
school education or equivalent :
The education requirement necessitates twelve years of elementary and secondary education. It is defined as the, "successful completion of a twelve-year course of elementary and secondary education in the United States or successful completion in another country of a formal course of elementary and secondary education comparable to a high school education in the United States."

The term refers to your husband or wife. You must include your spouse’s name on your entry even if you currently are separated. If your marriage has ended in a formal divorce, however, you do not need to list your former spouse.
This term relates to unmarried children under the age of 21, including your natural children, your spouse’s children by a previous marriage, or children you have officially adopted. Children should be listed in your entry form even if they are not currently living with you. Married children and unmarried children over the age of 21 must submit their own entries.
